Setup continually prompts to reboot the computer

Problem:
When attempting to install Dragon NaturallySpeaking, setup keeps prompting to reboot the system to update system files. The following message may be displayed:
A previous installation/reboot is pending. Please reboot to complete the installation and try again to install Dragon NaturallySpeaking 10.
Cause:
The Dragon NaturallySpeaking installer is asking Windows if any applications have a reboot waiting. If Windows returns yes, then the Dragon NaturallySpeaking installer prompts for a reboot. Typically, a reboot will clear this message and allow Dragon NaturallySpeaking to install. If a reboot does not clear the message, additional steps will need to be followed.
Solution 1:
New Dragon NaturallySpeaking 10.1 products are being released. These new releases are full DVD downloads which include 64-bit Vista support and Dragon NaturallySpeaking 10 Service Pack 1 fixes.
Notes:
- Not all Dragon NaturallySpeaking 10.1 Editions and Languages are available at this time. For any Edition or Language that is not available for download, please follow solution 2.
- The Dragon NaturallySpeaking 10.1 releases are over 1GB in size. The download can take serveral hours on a broadband connection. If downloading a full build is not possible, move on to Solution 2.
When installing this new release, a prompt to reboot will still appear. If the system is in need of a reboot and installation proceeds, a fatal error will occur. Be sure to reboot before continuing. If the system has been rebooted and the prompt appears, click "Yes" to continue installation without restarting.
Click here to access the new Dragon NaturallySpeaking 10.1 releases. A valid serial number is required to download and install.
Solution 2:
Part 1: Temporarily Disable Automatic Windows Updates
Windows Update may be installing updates during the reboot process. These updates can require that Windows be restarted to finish installing.
Turn off Windows Updates:
- Click "Start > Settings > Control Panel" or "Start > Control Panel".
- Open the "Security Center" Control Panel.
- Select "Windows Update".
- Select "Turn off Windows Updates" and click "OK". On Vista, choose "Settings", then "Never check for updates" and click "OK".
- Reboot the computer.
- Install Dragon NaturallySpeaking 10.
Note: After installing Dragon NaturallySpeaking, Automatic Updates can be turned back on using the same steps.
Part 2: Temporarily Disable Startup Applications
In some cases an application may be adding this restart required when they start up. The following steps can be used to disable processes in case they are causing the problem:
Disable startup processes:
- Click "Start > Run" on Windows 2000, 2003 or XP.
- Type the following into the Run dialog or directly into the "Start Search" field on the Vista Start menu: msconfig
- Click "OK" or press enter to load the System Configuration utility.
- On the "General" tab, remove the check next to "Load Startup Items".
- Click "OK" to save the changes.
- Reboot the computer.
- Install Dragon NaturallySpeaking 10.
Note: After installing Dragon NaturallySpeaking, "Load Startup Items" can be turned back on using the steps above.
Part 3: Download/Install Updated VC Runtime and Script to Skip Reboot Prompt
The following solution will stop Dragon NaturallySpeaking from checking for a required restart.
Note: If the system is actually in need of a restart, it is likely that the installation will fail.
- Right-click on the link below and select "Save Target As...", then save the file to the Desktop.

Note: This file is approximately 15 MB.
- Extract "DragonInstall.zip" to a location on your system. All files must be placed in the same uncompressed location. To extract the files, right-click on the folder and select "Extract Here".
- Open the "DragonInstall" folder that was created.
- Double click the "install_vcruntime.vbs" file and follow the installation through to the end.
Note: If an error appears that the file cannot be found, the install_vcruntime.vbs and vcruntime.exe files do not exist in the same location.
- Once finished, double click the "install_dragon.vbs" file.
- On Windows XP, select the user for installation and uncheck "Protect my computer and data from unauthorized program activity", then click "OK". On Vista, click "Continue" to allow the script to run.
- Answer the prompts on where the Dragon NaturallySpeaking installation files are located:
- Download: The installer will check the TEMP directory for the installation files.
- DVD: The installer will check the drive letter specified for the installation files.
- Specify Location: The install will check the exact location specified for the installation files.
Note: If an error appears that the file cannot be found, the installation files do not exist at the location specified. Try one of the other options to specify where the installation files are located.
- Follow the Dragon NaturallySpeaking installation through to the end.

Solution 3: - For Computer Specialists Only - Installing Dragon NaturallySpeaking from a command line
The following solution will stop Dragon NaturallySpeaking from checking for a required restart. This is the same as part 3 in solution 1 without using the VBS files. It is necessary to download the updated VC Runtime before starting the installation.
Note: If the system is actually in need of a restart, it is likely that the installation will fail. Only use these steps if Solution 1 and 2 do not resolve the problem.
- Download the files noted in part 3.
- After the files have been extracted, install vcruntime using the following parameter:
- ...path...\vcruntime.exe -v"SKIP_PENDINGREBOOT_CHECK=1"
- The path must be altered to the exact location of vcruntime.exe
- This parameter will not work with the original installation files. It will only work with the updated vcruntime.exe provided in the download above.
- Install Dragon NaturallySpeaking using the following parameter (Using the setup.exe - Option A):
- ...path...\setup.exe -v"SKIP_PENDINGREBOOT_CHECK=1"
- The path must be altered to the exact location of setup.exe from the original media.
- For Example, from the DVD (drive letter D): "D:\setup.exe" -v"SKIP_PENDINGREBOOT_CHECK=1"
Install Dragon NaturallySpeaking using the following parameter (Using the msi - Option B):
- msiexec /i [..path...\Dragon NaturallySpeaking 10.msi] SKIP_PENDINGREBOOT_CHECK=1
- The path must be altered to the exact location of setup.exe from the original media.
- For Example, from the DVD (drive letter D): msiexec /i "D:\Dragon NaturallySpeaking 10.msi" SKIP_PENDINGREBOOT_CHECK=1
